The author of the new proposal is the same MP who devised previous BSL proposal (known here as 805) that was based on the German BSL law. The protests against 805 were so strong and massive, not only from owners of "dangerous dogs" but from vast majority of dog lovers,  veterinarians, Czech-Moravian Cynological Union and other canine  organizations (army, rescue teams) that he had to take it back and, what's more, he promised in his speech in the Parliament not to come again with BSL.That is why there is no BSL in the new proposal. Anyway, he found his way how to kick dogs again. His new device has not been sent to the Parliament yet, he is seeking for support and advice from some specialists now. He divided dogs in three cathegories: 

1. Special dogs, i.e. dogs in army and police service, health-service dogs (God knows what it is), huntsmen's dogs (=his owner is an organized hunter) and pastoral dogs (not a breed, his owner uses it as a pastoral dog). These dogs are not submitted to this law.
2. Guide-dogs for blind people- they must not recpect everything in the law, but there is, for example, no exception for them in duty to pick up their dog's droppings, I would like to see them doing it.
3. Dogs that bit a man or another dog without being attacked or provoked- they must be muzzled and leashed always. The only possibility for a free walk is when they are on their owners' fenced piece of land (consequently- when you haven't a fenced garden, you must muzzle and leash your dog even in your own house or visiting your friends).  There is not the fourth cathegory for the rest of dogs, that are submitted to the law. They must be registered with a special registration office established by municipality, tatooed or microchipped. The registry must be accesible to the public by WWW I-net !!  This way everybody can find out a number, sex, breed, date of birth of a dog, if it was vaccinated against rabbies or if it bites but everybody can also find the full name and address of owner there, which breaks the law for protection of personal data. All the rules for registration are confused, it would take a long time to explain, to shorten it: confused, expansive, bothering and useless. 

All dogs must be leashed and muzzled in public places (=the whole town), municipality can allow them to move free in suitable areas (the first thing forbidden by municipality in my town is to go to the parks with a dog, (What is a suitable area then?). Exceptions: puppies up to 6 months and dogs under 20 cm or 2 kg (even Chihuahua would have problems, its weight range is 0.5-2.5kg).
This part of the proposal breaks the law for the protection of animals. Offence against the law is fined up to 10.000 Czech crown (average monthly income is about 13.000), the second offence- 20.000 Czech crown.
That is all in short, the proposed law can't solve various problems in  living human beings and dogs together, it has the only target: a populistic glory of an unimportant, funny but dangerous MP.
I want to add that all crimes and offences can be punished according to our current laws, there is no need of any special dogs legislative. That was clearly expressed by our government in the time of struggle against 805. It is up to date to propose a law like this and we probably want to keep up with the crazy world.

Jitka - thanks for the explanation - I need to read it again and again
but it seems to me that this is horrific potential legislation!  Not
breed specific but even worse!  What is the likelihood of it being
 passed?
